Plan Before You Apply

For the fastest application process, gather the following information before you begin:

  • Services you plan to offer:

    Therapy, Tutoring and/or Transportation to K12 students with disabilities.

  • Who would receive payment

    Number of employees who would receive payment from ESA+ funds

  • A copy of credentials

    Required for 1-3 providers

Enrollment Process

It takes less than five minutes to apply to become eligible to accept payments from ESA+ scholarship families once you have all your information on hand. The enrollment review process will take 4-6 weeks once all documents are received.

1. Create an Account and Submit Provider Enrollment Request

First, complete and submit the application through our Provider Portal.

2. Submit Required Documents

Once you create an account, we will ask you to submit additional documents depending on whether you are an individual provider or a facility provider (see “Accepted Provider Credentials”).

3. Check Portal Weekly for Notifications

Once you’ve applied, we will send important updates about your application status to the account you created.

Required Credentials for ESA+ Providers

Individual Providers

  • Educational Therapists: A license or credential related to the service provided, issued by North Carolina or another governing body/organization.

  • Tutors/Teachers: A copy of a teaching license/credential (can be out-of-state and is okay if expired) or a copy of a degree or transcript (does not need to be in education or any certain subject area). 

  • Transportation Providers: A copy of a business license. 

Individual Providers must (submit individual credentials plus the Individual Service Provider agreement.

You must submit a copy of the actual license/certification/credentials, not an image of a website verification page. The only exception is for Registered Behavioral Technicians certified through the Behavior Analyst Certification Board.

Facilities Applying for More than 3 Providers

Companies that employ more than three service providers, where all employed providers are credentialed, may enroll as a facility by submitting the facility service provider agreement. By signing this form, the facility affirms that their teachers, tutors, and /or practitioners each hold acceptable professional credentials.

Frequently asked questions

Yes. You must submit credentials for each type of service you plan to offer.

Tutoring, therapy, and transportation services are the only services that can be paid for with North Carolina ESA+ funds.

You must register with SEAA to receive funds from the North Carolina ESA+ scholarship. You must have a North Carolina address if you plan to offer in-person services.

ESA+ providers are listed on our searchable Provider Database. SEAA doesn’t facilitate any marketing/advertising to families on behalf of providers.

Each location has to be enrolled separately with the required documents for that service. 

You will receive two emails. The first will state that you have successfully enrolled with the ESA+ program and the second will offer a link & instructions on how to enroll in the ClassWallet platform.

If you are an enrolled provider, you will link your bank account in ClassWallet, the payment platform for North Carolina’s ESA+ Program. Parents will submit the invoice for your services for review. Once approved, the ESA+ funds from the student’s account will be deposited with you.

No. The only way parents can pay a provider with ESA+ funds is through the ClassWallet platform, where the provider is a Direct Pay Vendor.
